OBRL Penalties, Fines and Suspensions

This page lists the weekly penalties for the OBRL National Series. A race review committee reviews the video replays of each race. They determine if any rule or safety violation is violated and recommends the appropriate penalty. All penalties will be severed at that series next race.

Penalty – EOL – L2J – LOSS OF CONTROL, such as a spinning out, bouncing off wall that results in damage to additional cars

Lap 1 – No Caution – #12 (Kevin Rupert) Gets loose and makes contact with #66 (Dode Hoskins) and collects other drivers.

Penalty – EOL – L2C – Changing lanes before start/finish line on restarts (Did Self Police)

Lap 77 – No Caution – #125 (Brian Mansfield) Passes several cars on the high side before the start/finish line. After realizing he made a mistake he allowed all cars to pass there for self policing his mistake.

He successfully got down onto the apron, and proceeded to spin up onto the track again… still on the track, he spins a 3rd time, and then rolls down across the track in front of a huge pack, taking out several cars.

The #01 (Rob Connors) tries to run the #3 (Peter KopKo) really close, and it’s too close, as the cars stay welded together from the center off, and both spin to the outside wall, ending their day, and collecting the #8 (Robert Smith) and the #5 (Dakota Pischke) as well. This was hard racing, with misjudgment by both, causing damage to several folks. #104 Howard Windel (7)

  • CAUTION: Lap 72- #104 (Howard Windel) contacts the wall prior to T1 & spins out but collects the second place car of #45 David Gallion. This is the second incident resulting in a caution flag for the #104 which results in an EOL penalty for the next race

#21 Mike Grayson

  • Penalty Warning for Awareness
  • Lap 25:  (Multiple cars were preparing for a pit stop) Many issues occurred during this sequence beginning in the middle of T3/T4 where #21 (Mike Grayson) came down from the 2nd lane & made contact with #4 (Mike Schrader) causing visible damage to both. #21 had a relatively high T3 entry & then moved down more than a car width until contact with #4 who held a steady line at the bottom of the track. Warning to #21.
  • *Pitting in a pack can be a hectic situation but that makes it even more important to be aware of the cars around you relative to your own position on the track

#41 Darron Manning

  • Penalty Warning for Car Control
  • Lap 25: As cars exited T4 for pit road, a lot of problems happened. 13 cars headed towards pit road & 8 of them either sustained damage or lost control of their car. Starting at the front of this pack, #41 lost control while attempting to slow down & then nosed his car into the last pit stall wall. The #21 (Mike Grayson) reacted to this and locked up his brakes which sent him to the infield grass. <cont’d>

#143 Brandon Dhuey (6) & #01 Rob Connors

  • Penalty None
  • Lap 25: Further back, the #143 (Brandon Dhuey) was slowing down until the #01 (Rob Connors) ran into the back of him, damaging both cars, & sent the #143 to the inside wall prior to the pit road entrance. The #01 locked up the brakes in an attempt to avoid contact but couldn’t slow down in time. No Penalty will be assessed for the following reasons: the #143 had slowed down faster than the other cars around him but this could have been due to the 2 cars ahead of him where 1 was smoking his tires & the other spinning sideways. The #01 couldn’t see any of this from his perspective & thus wouldn’t expect the #143 to slow so quickly. <cont’d>
  • After the #01 clears the #143, he is on the bottom of a 4 wide pit road entrance right at the pit road commitment line. There, contact is made with the #01 and the #40 (Joel Kilburn) which pushes him into #84 (Ted Quincel) & turns the #01 across the entry lane & into the #00 (Bill Keener) knocking him into the infield grass. All 4 cars were going below the pit road speed limit when this incident happened right at the commitment line & prior to the pit entrance cone. Due to the situations that occurred prior to this, no penalties will be assessed. Pack racing leads to pack pitting & 1 minor mistake can cause many issues but not actually be a fault of a specific driver. This was just an unfortunate incident for all involved.

#104 Howard Windle (5) & #8 Robert Smith

  • Penalty Warning for Race-Craft
  • Lap 49: #104 (Howard Windel) exits T4 for pit road, #8 (Robert Smith) follows but doesn’t slow down as much & runs into the back of him causing damage to both & forcing the #104 out of control & into the infield grass. In a 3 car pack, only the lead car declared pitting. The #104 & #8 were 2nd & 3rd in line respectively. The #8 had nobody behind him & plenty of room to avoid the #104 however, if the #8 would’ve known the #104 was pitting, he might have been better prepared. Warnings issued to both drivers.

#149 Kevin Pearson (6)

  • Penalty Warning for Race-Craft
  • Lap 50: #149 (Kevin Pearson) declares pitting just as he exits T4 from the 2nd lane in a pack. He begins to slow on the racing surface & right in the path of the #84 (Ted Quincel) who was not pitting & on the bottom line. Aside from the obvious issue, it also sounded like the #149 said: “129 Pitting” which would cause confusion especially with such a late callout.

Remember to make pit intentions on the backstretch (although not required) but it would allow those not pitting to be aware & perhaps let you in line on the bottom groove before T4. A warning will be issued due to the pit entrance off of the high line while in a pack which resulted in damage to a fellow competitor.

#50 Michael Hensley & #40 Joel Kilburn

  • Penalty None
  • CAUTION—Lap 58: (3 laps to go, #50 Michael Hensley in P3 & #40 in P4) #40 (Joel Kilburn) gets a run & attempts a pass to the outside of the #50 (Mike Hensley) thru the tri-oval. It appears the #50 was going to jump in front of the #40 to combine their efforts & race for the win but #50 made his move a split second too late & hooked the #40’s LF fender wrecking both cars. Even though the #50 caused this accident, his only mistake was a slightly late reaction. It is also a result of pack racing & it has been determined that nothing the #50 did is worthy of a penalty

  • Initial Start of the Race: Once the green flag is displayed, the pole sitter (#40) doesn’t accelerate which causes a black flag to the outside pole & damage to cars behind him

CAUTION—Lap 48: #146 (Jim Oliver) spins #00 (Bill Keener) on T2 exit. #00 pedaled the throttle while the #146 was approaching quickly from behind & couldn’t avoid contact but tried to. No penalty, racing incident.

CAUTION—Lap 121: #103 (Robert Vining) gets into the T4 wall which pushes him down into #8 (Robert Smith) causing him to spin. No penalty, racing incident.

It was noticed multiple times during this race that cars that were lap(s) down to the lead lap cars, didn’t show much respect when attempting to pass. Although the lap down cars may have been faster, respect must be shown to any and all lead lap cars by passing clean. Race others as you wish to be raced. If you don’t show respect, then none will be shown to you in return. This league prides itself on racing clean and being respectful of fellow racers. Read and follow the league rules if you wish to remain a member.

#46 Ken Huff

  • Penalty – WARNING – Race-Craft
  • Lap 17 Caution: #46 (Ken Huff) gets a big run passing 2 cars before going into T2 then as they setup for the turn the #84 (Ted Quincel) moves down to go into T2 being contacted by the #46. The #46 would’ve been better off staying behind #84, despite his good run off the tunnel turn because it created a near 3 wide T3 entry. Then #46 car spins, sliding up into the wall wrecking hard, bring out the caution. The #46 has shown good race-craft in the past so no penalty will be handed out despite the aggressive nature of the incident

  • Lap 3 Caution: #75 (Marc Cohn) goes into T1 way too hard sliding up into car #67, spinning him. Then car #87 has no place to go, slams into the #67 wrecking both cars

#105 Dan Berghoff

  • Penalty – WARNING – Dial back on aggressiveness & give more room on restarts
  • Lap 14: #105 Daniel Berghoff runs into back of #17 in T1 on restart, although he was out of the throttle. Spinning the #17 to the inside and into #46

#34 Billy Wise

  • Penalty – Green Flag pass through next ARCA race 4/16
  • Lap 14: #34 William Wise runs into back of #101 spinning him to the inside & into #112 & #46. This contact caused the #112 to flip on its roof and slide up into the outside wall and collect the #93. The #101 had slowed suddenly after contacting the #128 however, the #34 was back in the gas while everyone else was slowing down due to the spin of the #17. All incidents ahead of the #34 were visible from the cockpit and this was avoidable

#101 Robert Smith – Schedule A Driving School Session

  • Penalty – WARNING – To Improve car control
  • Recommend the #101 (10 incidents) schedule a driving school session to improve on car control
  • Bobby Smith did everything correctly when the incident in front of him happened so he’s doing better! But he had 10 incidents for the second consecutive ARCA race. It was recommended last week for driving school due to wall contact multiple times. Although he received a 4x during the incident listed above, he still made contact with the wall multiple times while driving solo

#60 Dale Dailey

  • Penalties – Green Flag pass through next ARCA race 4/9
  • Lap 35: #60 Dale Dailey, while under caution, hits the #112 Mike Grayson who had solo spun to cause the caution. #112 was sitting high at the end of the front stretch. Unknown as to why the #60 didn’t change his line in order to avoid the #112 who was sitting still on the track and the #60 had the entire front stretch to react

#3 Bruce Pearson, #84 Ted Quincel & #88 Gary Corbett

  • Penalties – WARNING – Work on getting tight on restarts prior to Turn 4
  • Coming to green: #3, #88 & #84 were not tight enough as the pace car crosses the pit road entrance

#42 Raymond Casteel

  • Penalties – Suspended 1 race for aggressive driving and turning cars in multiple races, must attend drivers school
  • Reinstated after attending 2 hr session, now will be on 3 race probation and will be assigned #042
